EXECUTIVE SUMMARY In 2018, four-time NBA All Star and Olympic Gold Medalist Vin Baker had begun to piece together a new plan for his life. The original plan had gone spectacularly and publicly awry due to his struggle with addiction, but his sobriety had him thinking differently about what lay ahead. Harper Collins was set to publish his autobiography. He had returned to Milwaukee - his NBA home - as a popular member of the Bucks' broadcast team. As 2024 Dawns VBBF is entering a new era as a highly functional organization with ambitious plans, a well-designed operational model, and a slate of programs that will begin to show meaningful and measurable results in Milwaukee and beyond. 501(c)(3) A registered 501(c)(3) nonprofit| organization, today's VBBBF is designed to be a transformative force addressing the realities of substance abuse, public health, and mental health. Mission VBBF's mission, like Vin's personal story, Is rooted in the destructive power of addiction and the possibilities that come with recovery. However, as the hard work began, it became clear to Vin and his board that focus was not broad enough. Addiction cannot be addressed in a vacuum. Addiction impacts people. Addiction impacts families. Addiction impacts communities. Addiction impacts the economy. To truly battle addiction, our foundation needed to consider every one of those realities in its plans and day-to-day activities. Recognizing addiction as an urgent public health issue, one cannot talk about genuine solutions without considering the role mental health, poverty, community violence, absentee fatherhood, truancy, incarceration, healthcare inequities, and many other issues contribute to the proliferation of this disease. Decades of best practices have proven the need to honor evidence, rely on disaggregated data, and be extremely targeted in pursuit of specific solutions to specific challenges. Those best practices also address issues through the varied lenses of science, experience, compassion, and concurrent societal issues. In sum, our leadership's review of the SAMHSA reports, data, and resources, has led us to envision a nationwide network of support, where local partners, community organizations, healthcare providers, law enforcement agencies, educational institutions, and other stakeholders unite in a harmonious chorus to heal, transform, and uplift. When prudent, we will lead those efforts. Other times, we will serve as a link in the chain or simply offer support. Regardless of our foundation's role on a case-by-case basis, we will not abandon the fight until the fight is won. Mental health disorders and substance misuse in our communities extend beyond mere personal challenges. They represent a public health crisis that demands immediate and focused attention. The profound impact of addiction and mental health disorders on an individual reverberates throughout the community, affecting relationships, educational pursuits, and overall quality of life. These challenges also have long- term implications on health outcomes and the socio-economic fabric of entire communities. Regardless of who is directly affected by these disorders, the ripple effects touch every member of the community. The prevailing strategies to address these challenges have been fragmented, often leaning heavily on isolated interventions without a holistic approach. It's imperative to transition to an integrated strategy that promotes cross-sectoral collaboration with an emphasis on health.

Below, is a summary of each "leg of the stool" and the programming that will support it: 1. PUBLIC INFORMATION THE VIN BAKER SUBSTANCE ABUSE MENTAL HEALTH CLEARINGHOUSE A significant portion of our funding will be channeled towards bolstering our internal infrastructure, particularly for the establishment of The Vin Baker Bouncing Back Substance Abuse and Mental Health Clearinghouse. This clearinghouse is envisioned as a comprehensive information reservoir, enhancing health literacy, and bridging prevalent information gaps, whether it's lack of access, misinformation, or disinformation. Objective: To establish a comprehensive clearinghouse that serves | as a central hub for information, resources, and support related to substance abuse and mental health. A user-friendly online platform offering evidence-based information on substance abuse and mental health. / Directories of local and national treatment centers, support groups, and helplines. Educational materials, webinars, and workshops for individuals, families, and professionals. Collaboration with experts, institutions, and other organizations to ensure up-to-date and accurate information.

RESEARCH AND EDUCATION VIRTUAL SOCIAL SERVICES ATTENDANT To further fortify our community ties, we emphasize our Research and Education ensuring our foundation remains at the forefront of research, innovation, and facilitation of the development of premier educational and intervention programs. Substance abuse and mental health disorders are pressing challenges that many communities face, including Milwaukee, WI. The VSSA tool will be a pivotal asset in the foundation's efforts to address these issues in Milwaukee, offering a comprehensive, user-friendly platform that connects individuals with the resources, support, and services they need. The VSSA tools introduction aims to bridge the gap between those in need and the resources available in Milwaukee, ensuring that every individual has the support they require. Objective: To leverage technology in providing accessible and efficient social services support. Al-driven tools to assess needs and provide immediate assistance. Research and data collection to inform and improve substance abuse and mental health interventions. Create real-time access to social determinants of health (SDOH) resources, opportunities and supports.

According to SAMHSA approximately 20.3 million adults in the United States grappled with a substance use disorder in 2020, with an additional 51.5 million adults experiencing mental illness. These numbers represent millions of lives affected by the intertwined challenges of mental health and substance misuse. Furthermore, the impact of these issues is not uniform, with African Americans experiencing a disproportionate burden. 2020 2021 According to the Health and Human Services Office of Minority Health, African Americans are 20% more likely to experience serious mental health problems compared to the general population. However, it's not just the prevalence of these Issues; it's also the significant disparities in access to resources and care that magnify the crisis. The National Survey on Drug Use and Health (NSDUH, 2021)[4) underscores these disparities by revealing that African Americans with substance use disorders are less likely to receive treatment compared to their white counterparts. STILL SOMETHING WAS MISSING Without taking his eye off the work he was doing on the basketball court, Vin assembled a small group of confidantes and shared a new dream. That dream involved revisiting the troubled path he had traveled to earn a second life in the NBA. He spoke of "spending more time speaking to people with alcohol on their breath" and doing the real work necessary to save lives. Before long, his dream evolved into a plan, and the Vin Baker Bouncing Back Foundation (VBBBF) was born. Those early confidantes accompanied Vin on his initial steps. Each one brought his/her own expertise and experience while enlisting their personal networks to join the cause. The legal work and financial controls were put into place to form a 501(c)(3). A lifelong friend put his personal interests to the side to serve as the first Executive Director. Others filled board seats. Notwithstanding a few fits and starts, our foundation began to take shape. Vision, Mission, and Values were drafted (and redrafted).

DIRECT SERVICES: INTERVENTION & PREVENTION VIN BAKER RECOVERY CENTER Our foundation's programmatic cornerstone is centered in the heart of Milwaukee, Wisconsin, where the Vin Baker Recovery Center is operational. The center is where we will offer pivotal direct services for treatment and rehabilitation. Objective: To offer a holistic recovery environment and provide immediate support for individuals at for individuals battling substance abuse and/or experiencing mental health challenges. Inpatient and outpatient treatment programs tailored to individual needs. Therapeutic services, including counseling, group therapy, and family support, life skills training, vocational training, and post-recovery support. Crisis intervention teams trained to respond to emergencies.

Despite the challenges of a global pandemic and the limited capacity of a startup, the foundation made its first halting steps forward. 3 . PROJECT MOVE (MILWAUKEE ORGANIZES ON VIOLENCE ELIMINATION) Violence is an alarming and pervasive issue affecting communities across the United States, and Milwaukee, Wisconsin, is no exception. The city grapples with disproportionately high rates of crime, notably gun violence, homicides, crimes linked to poverty, and substance abuse. In response to this growing concern, The Vin Baker Bouncing Back Foundation introduces Project MOVE, a groundbreaking initiative aimed at addressing the complex relationship between violence and substance abuse through a public health lens. The project will be housed at Christ the King Baptist Church, a revered community hub, where we deploy evidence-based prevention strategies alongside holistic health promotion initiatives, targeting school-aged children, youth, and their families. Objective:To motivate, support, and empower individuals and communities to reduce incidences of substance abuse and misuse.
